And if you ask every real estate attorney in the Pittsburgh area who help residents fight their tax appeals, approximately 99% will tell you that NAs appeal attorney is BY FAR the biggest dick they deal with out of all school districts and municipalities.

Have you already tried walking over and talking to someone at the building? If the lights are new, they might not be aware of the offending light pollution. In my experience, most people want to be good neighbors. You might even get a faster resolution going direct instead of trying to get the city involved.

Rent a large search light and aim it at the parking lot when they have their meetings. Do this for every single meeting until they relent and compromise.

Yeah, I worked 6 years for Sheetz, 5 in management, and we never considered it when hiring. I don't even remember it being a thing, but I haven't worked for them in almost 8 years.

- Blackout curtains 2. Towns usually have very specific ordinances or building codes that dictate the orientation of the light angles. Find the city ordinances and check out lighting

Real life former Sheetz manager here:
I truly do not recall this requirement ever being discussed by anyone above me, but I haven't worked there in almost 8 years. We did pay for a shift supervisor to have his teeth fixed, though. I think it was about $7K worth of work.

They used to allow absolutely no facial hair (other than a mustache). They changed the policy maybe 5 years ago to allow short facial hair. I believe the argument is for food safety.
They also used to not allow ANY visible tattoos. If I'm not mistaken, they now allow them as long as they're not on their face or hands.

I would definitely start here, OP. They might be quite amenable to changing the angle or something like that. Most people are willing to work with others when approached in a non-threatening/friendly way
