So, you can't have some IN the shelter doing meth. They can go OUTSIDE and do the drugs....but this doesn't solve anything.
The Housing First doesn't work. People seem to think that if you can somehow connect with people on a primal food/shelter basic needs level you'll somehow set them on a path to get off drugs and/or treat their mental health. But it's really just a politician's wet dream type idea. As long as they can let the public think they are trying to do something, people will like them (ie get elected).
This isn't the stone age. You need to fix the issue first, then housing is a step after that to help keep them stay clean or mentally fit to be a functional member of society.
Do you know what the real hurdle is to solving this?

After Prince died I ended up there on a night that was just a tribute to him, just a DJ spinning Prince and related acts all night and themed drinks, and it was amazing. Also as an ex-smoker I liked having a place to go that still allowed smoking. But we haven’t been there since like 2016, and never will go again. So I’ll just have that one fond memory.

They get away with it because you would never do it unless you really wanted to be there and watch the games. 81 work days a year on an erratic schedule where you might have 11 in a row then 3 days off, then 3 days on, then a 14 day road trip. Oh, and Thursdays and Sundays are day games so you couldnt have a day job, etc. I'm not excusing them not paying more money but its a weird "job" that I suspect you'd have to love watching the games more than doing the work to sign up for.

You asked "hypothetically what would work". There is no need for hypotheticals, since we already know what works. That debate ended years ago, and you seemed unaware of this fact, so I was letting you know.
If you have questions on how specific situations are handled, you now know that other cities are doing this already and can go learn about how they did it. If you're still asking random ppl on reddit, I'm going to assume you aren't really that interested and are just killing time at work or something.

Not sure about this award but they did make NYT's top 50 us restaraunts list last year. Not even top 50 vegetarian/vegan, just top 50.

Hey I'll take it! Not exactly a community I'm interested in joining myself, but I god knows how much money I got during rougher days back in college doing commissions for fursonas. Not even NSFW stuff, they just pay good money in general, those folks paid my rent a couple of times. Maybe I should hand out business cards lol

The Redevelopment Authority of Allegheny County owns most of the land on the Swissvale/rankin side. Some is railroad right of way as well

Yeah, that tracks for Fayette County. I grew up there and I (un)lovingly refer to it as the "Deep South of the North" and it hasn't been getting better in the 20 years since I moved to the city.

Is it the one right next to the Glenwood bridge? Like at Sandcastle?
Edit: it's not. It's next to the Rankin Bridge on the other end of the Waterfront
