I would recommend reaching out to the artists whose work you like and see if they already use vegan ink or can order it for you. There are brands of ink that advertise being vegan, so it's not as much as a specialty as it used to be. Good luck:)

I know a few shops that could/would likely order that ink for you. However you'll likely end up paying more for the special ink.
I did something similar for my tattoos - except not vegan
