If you used less $ than that (or like me also sell solar back to the grid), you will have a zero or negative balance, and hence nothing to pay. You still have a "bill", though, that you can see on their website.

Take out the PI, never in my 30 plus years have I ever seen Pacific Islanders over here except the guys who played football for college or the NE Patriots.

I don't think anything nefarious either but I do think there is something going on with voter demographics. Some groups get the blind eye turned on immigration while others don't even get that opportunity.

Yeah, something could be the most diverse group so far, be incredibly representative of the larger population, yet still not include every single possible demographic. That doesn't make it not diverse.

Given the history of society and politics, the description "diverse" just means "not just a bunch of white men."
