The whole logic of having a school zone speed limits because there's a lot of kids so Yeah if there's less kids there's less risk of them running out in the street .

They would probably mask the plate to the camera/ flash, putting a clear lacquer would mute the reflection of the paint on the plate. Put a flashlight on a license plate in the dark, you will notice it's reflective paint glows and makes it easy to make out. I say my friend's ticket with the plate and it glowed. Thus glow is what might trick the camera.
