Not sure about restaurants, but I regularly go solo to some small bars and breweries in PVD and have made a bunch of friends at those places. Food is usually more pub food or food trucks though, but I imagine the environment is more conducive to talking to people than a true restaurant is.
Saw somebody mentioned the beer club meeting at Moniker, and across the street is Beer on Earth and Slow Rhode, both nice small places with cool people. Also nearby is Kimi's.
Edit: to add What Cheer Tavern in terms of friendly divey-bar. That's my go-to spot and I'm not sure I've ever seen someone come in and NOT make friends (if you're outgoing enough to talk to strangers).

Hot Club doesn't get that way until after 10 on Friday/Saturday.

I don't know about making friends at restaurants on a Friday night. Isn't the crowd usually families, couples or established friends at restaurants on a Friday night? You might have better luck with the Reddit Beer Club meet up. It's tonight at Moniker Brewery and if it's a bust, cross the street, sit at the bar at Slow Rhode and have a fantastic dinner. I've never been to the beer club meet up, but from the pictures, the crowd might be just what you're looking for.

That’s not really a good place to meet people really. Super crowded and very loud.
I’ve met quite a few people at Freeplay arcade bar, people are usually very social there

Not sure about restaurant, but a friendly bar would probably be Hot Club

no need to make a mountain out of a feddy hill

I'm not sure about which place but I'd recommend not using the phrase "feddy hill"

With a heavy Portuguese population around here there should be something close, maybe even in Fall River.

Not in person, but I have a friend who teaches English and Portuguese virtually. He’s very good. DM me if interested.

Food for the Soul is the best soul food in town. GeeGees and Kin are okay but the portions are small the prices are high, and the food is lightly seasoned to appeal to the suburbanites who wear Tom's canvas shoes.
If you want the real deal, served in a Styrofoam to go box with a free slice of homemade cake and the familiar ambiance of Gospel music played from a cassette deck you should check out FFTS.
You can trust my judgment. I've got hot sauce in my bag swag.

Sit at the bar at Royal Bobcat! Pretty easy to join in on convos or strike one up yourself and the bartenders are great
