What other options were they given? I understand that the article says they have caseworkers but if there are no beds, there are no beds.

Last winter there was a shortage of beds. I don't see why that would be any different this year-- I'm not aware of any large-scale additional development in that area. The warming station planned at the Cranston Street armory is not yet open and there's no timeline for it opening as far as I know. McKee referencing that seems incredibly disingenuous under the circumstances.

They should, and the state is saying they will, but the reality is that the resources put into homeless services and prevention are incredibly lacking. Last Fall I contacted everything possible when I was set to be homeless and everyone had the same answer; no availabilities and lack of resources to take on more people. Obviously that was a year difference but unless they scaled up a ton over a year then I'm not optimistic, and by reporting over the last year over the situation, they haven't.

Was it at the corner? If so you should be stopping as there is a stop sign there. You are supposed to be following all traffic signs specifically to avoid these type of situations. Since you said it was the corner I am assuming you blew through the 4 way stop there.

Also stupid for the pedestrian to walk out from behind a car, but if it was that close to the corner(car was most likely parked where they shouldn't have been) they might have had no choice.

Before going to a staffing service, I'd maybe consider increasing the posted salary by 50-100% and really making sure the description and requirements is clear.

Odds are, you'll get more quality and not-quality candidates that you can filter out.

You'll already be paying that extra money for any staffing agency (probably with a substantial buyout if you want to permanently hire) so you may as well use that part of the budget to make the job more attractive.

Maybe stop by Pizza Marvin, when they're not in peak service hours, and explain what happened and see if they have any ability to figure out who it was so they could send them a gift card (can't imagine they'll just tell you their names) or just tell them you want to pay for a pie for a deserving customer of their choice! Just a thought.

What are you willing to pay? What is the job description? Are there benefits? What is the location? What are the requirements for experience? Kinda need to know all these things.

Edit to add: unless you are willing to pay a living wage, offer benefits, then you will have a very hard time finding someone who will apply/stick around.

Not sure about a temp agency (though I can tell you, you'll pay more going that way with still no guarantee it will work out). May I ask what you've tried so far in terms of where you've listed it, the requirements/qualifications, and what kind of wages and benefits you are offering? There may be other advice people could offer with a full picture.
