Theoretically. And if the changes are done well and stick, deaths will stop.

Allowing things to continue as they will absolutely cause further deaths, continually, until things are drastically changed.

The halfway point between justice and injustice is injustice. Taking half measures is how chattel slavery continued out of the 3/5ths compromise, it's how segregation came out of reconstruction, it's how the prison industrial complex came out of desegregation, etc. Half measures do not work.

The Science Museum built a 3 story parking deck so they could remove their huge flat parking lot and have now converted it to a green space!

It's awesome, multiple acres in the city that have lots of great landscaping, benches, trees all accessible to the two best museums to take your kids to. Awesome move.

It's still fenced in for the moment, they plan to open it by Spring.

Would the outcome have been the same if a traffic camera hadn't caught them?

How many similar instances have already happened and are going to happen without being caught if things don't change?

The building will meet modern codes when rebuilt, which obviously is the law but I guess it has to be explained. The debris has been cleared, asbestos abated, lead paint checked, walls stabilized, permanent roof construction to be complete by end of April, and then the general building with a new interior layout. It's not a shit show at all in terms of rebuilding process and end result, but it is very unfortunate the private insurance pool of state buildings has become such an issue. And that Richmond taxpayers also seem to think this is some kind of entertainment deserving of popcorn instead of serious engagement and advocacy.

Per last I checked the census Black population is more or less the same, but white population has skyrocketed. And we are still black plurality.

That said, I do think most of the growth in the city is white, and so we will probably be majority white soon. And the census might be missing some of the black population moving out, though it usually undercounts low income population
