That's like 2 or 3 levels of thinking beyond what they're doing. The goal of stealing a car is either to use it in a crime so it can't be traced back to you, or to drive like an insane idiot for TikToks

Can vouch for Scott’s Addition. I swear a lot of the cars never move.

Thank you, the weapons policy page I got from googling didn't mention pepper spray either way so I wasn't sure.

Before anyone mentions street cleaning, there’s a schedule: https://www.rva.gov/public-works/street-cleaning

Should be safe in Scott’s addition or museum district

Yep. And there is zero security presence in those things. You're on your own. And you have to pay VCU a monthly fee for this privilege!

To each their own, it is still better to have the option to have it if you want to try to spray and run. Not just in this case, but just in general.
Never been a fan of the "just bend over and take it mentality".
Edit: They do sell both gel, foam, and mist types. The latter you're likely to get some blowback but you get a bigger cloud.

I illegally carried my entire time at VCU. Wasn’t taking that risk.

For real! I also live on a main road w/ a 35 MPH speed limit. Even slowing down ever so slightly just to pull off into my street parking spot gets me honked at and folks speed off. What am I supposed to do? I give plenty of warning, but I guess I'm such a nuisance apparently for not going 60 MPH and stopping on a dime.

TBH I wouldn't risk trying to pepper spray two men who for all you know might have guns. You're not going to win that fight by yourself even if they don't. Just let them have what they want and hope that's it. If they already got the jump on you there isn't much you're going to be able to do. Pepper spray needs to be pretty accurate since it's a liquid designed to not mist into the user's own eyes. The odds of you taking down two grown ass dudes with accurate pepper spray shots are not great. The second you pull that out of a pocket to point at one, you're getting beaten down by the other one.
Unless you're John Wick.

Insulation is easy to do yourself, watch a couple youtube videos and you are good. Just wear proper ppe. Also check/change your air filters. Also check the ones you are using. People might disagree with me but I never use the 1900 MPR filters. They restrict too much air flow.

Oh you can be 100 percent sure the crashed car was stolen and/or they had warrants out for themselves already. That's the only reason you'd be desperate enough to go full 3 star wanted level over a minor traffic accident.
It's amazing how the asswipes who steal cars always are such terrible drivers that they crash them. You'd think your goal in a stolen car would be to not draw more attention to yourselves.

Well yeah concealed means concealed.
That's still a little harder, and with more repercussions if caught, for a staffer to pull off than someone visiting or walking through.

There’s one rebate program that takes over you thermostat sometimes, but that’s not required or anything. Insulation and air sealing is the way to go, but there’s no harm in getting a professional opinion first with the efficiency audit. They’ll tell you what to prioritize, and you’ll get some free swag.
