It's Lethabo Power Station in South Africa. It burns coal. Nuclear plants aren't the only ones to use cooling towers.

The coal fire plant I worked at in Oregon only had visible smoke come from the stack on start up where they used diesel to get the furnace going.

Those are cooling towers at a fission plant, not a coal burning plant. I have been in one of these. One of my first jobs out of graduate school as a physicist was at a nuclear research facility.

Life on Europa and/or Enceladus was likely a second abiogenesis, the distances are just too vast for life to be seeded, even Mars there is something like a 1/10,000 chance if I remember, all three are just too far away, and either way, there is a pretty decent chance would be able to tell if the life we found came from Earth, with chirality and stuff like that.
