It's a more than a reskin, they've put a lot of work into making the desktop experience better, kind of like Linux Mint. They have a post that explains a little more here: https://support.system76.com/articles/difference-between-pop-ubuntu/
They're also currently working on a GTK replacement.

How are you supposed to stop the Chinese government from buying a Nvidia GeForce 1080 Ti? That’s what they’re complaining about.
I can buy one off Amazon in the US. A Chinese consumer can buy one online. You can’t keep them from any government these unless you ban gaming pcs worldwide

In industry, it’s still very popular. For instance, I work for a big biotech company and we deploy Ubuntu as the OS in a lot of our instruments.

The amount is not relevant. The stake is, if you bothered to read the agreement, that 75% of all profits MUST go back to Microsoft until it is paid back, and then Microsoft owns 49% of the company. I.e. they are defacto a subdivision of Microsoft and are going to be at MS's beck and call. The bank I work for has 49% owned by a single person, guess what, even though he is not a majority stock holder he is considered the owner as he can easily get 2% of other people's votes to go his way.

Helped me learn important key points when it came to JavaScript and other coding languages I’m currently studying. Additionally it helped me debug and fix a few projects I’ve been working on, this program can help people in just about any topic imaginable, from health and fitness tailored to a users input factors, to science and just about everything in between. It’s almost as if you’re talking to an interactive global encyclopedia with tutoring as a bonus. Perhaps you haven’t tried it or perhaps you haven’t fully explored it.

People in this thread are just raging at things that their only understanding of comes from a single article combined with their hatred for robocalls. They seem to think that Twilio exclusively works with/for these spam robocall farms - your prohibition analogy is a good one.
There are plenty of legitimate things Twilio is used for. A company a friend of mine works for, for example, uses Twilio to remind patients of their upcoming appointments/procedures, and vitally, if they have to take drugs, or fast, or such, before coming in.

I was thinking more for the average desktop user, but yeah it's a standard under the hood for a lot of things.
In software development, it's pretty common to have Ubuntu running under the hood for things like GitHub actions, web services, and now things like Windows WSL.
