In some, certainly not all, cases it is the angle the low beams are at coupled with the height of the vehicle. I work with guys that had it changed because they felt bad when people would flash highs

Yes, I had this similar situation with my lifted truck, I had the beams adjusted and no more pissy people flashing at my low beams constantly.

I get having ballast in the back throwing it off but if you level it and don't adjust the lights after, you can go blow a goat. Lol
