Honestly, you should be slightly scared. All of these things mentioned are very true and hard for people who have lived here for years with numerous connections. It's even harder for people moving to here.
I would not even think of moving here without a vehicle in very good shape, a well paying job, and a lease on an apartment already signed.

I’m one of those people. Moved from VT to NY and have 3 vehicles, chose to keep them registered in VT because of multiple reasons. Cheaper registrations, cheaper insurance, I can take insurance of the cars I’m not driving for the winter without having to surrender the plates, I like the look of the VT plates more, don’t want to pay new registration fees on 3 vehicles. Some day I’ll probably move it over but for now there’s not incentive to change it over yet.

I'm sure that Vermonters will roll their eyes, but I'm from Boston and my wife and I fell in love with Vermont doing a random day trip there to visit Woodstock. It was during the pandemic once things started opening up, so I picked a random place in Vermont (Gillingham's) and we loaded up the kids and dog for a road trip; we've been there about a half dozen times since.

To be fair, we make up for our high cost of living with our low wages.

What water are my cats going to contaminate? We are not near any bodies of water that they could possibly effect.

If you won't say it, I will. It's totally BS due to the bias. If someone wants to drop off a bio about themselves and say they are buying a home, great, go for it. Personally a bit weird to me to have random people know about you, but all's fair in love and war home buying.
I'd chalk it up to the realtor wanting their 3%. If someone has a little bit of time, a broker, and a real estate lawyer for documents, a realtor is worthless. If someone wants to be assisted during home buying, a realtor is great, but they aren't as necessary as they try to act.

I have a window cleaning business here, mostly 2nd home owners and almost everyone of them has a car in the garage with VT plates that they keep here year round. Our neighbors also come up from NYC on weekends and holidays and they registered their new truck in VT because it’s cheaper.

After that attempt to find an apartment that you can afford and then a job that pays or exists.

COL in that area of upstate NY seems to be considerably lower than much of Vermont. And that's a relatively easy drive to multiple large job areas in VT. Add onto that the title loophole and you've got NY residents with VT jobs and VT vehicles.

Could be VTers moving over for cheaper housing and just not changing registration. I know plenty that have done it

I think this is it. Cheaper to register the cars in VT, and they live close enough that the Vermont DMV isn't a days' worth of driving away.

I live in Southeast Pennsylvania and regularly see a guy with a motorcycle registered in VT.
