You may have to call around to tattoo shops to find a place that will pierce minors’ ears, they don’t often say it outright on their websites. Doing it at a tattoo/piercing shop with a licensed piercer is the only right way to do this. I would try Middlebury or Burlington or Montpelier over Rutland.
