Pretty common move from air forces around the world. The car must have wandered where it shouldn't (near a military base or active patrol zone) and it's a harmless way of making a signal and clear warning.

For example during french operation in Africa it was common for Mirage 2000 pilots to fly full gaz just above militants that got a bit too agressive towards ground forces (agressive meaning starting shooting, and wouldn't let go just by normal exchanges of fires). Most of the time they will just shit themselves and leave.

It could also be a dick move from bored pilots.

My grandparents had a lake house, water front. One day a pair of jets were flying 'low' over the lake and looked like they were coming directly at the house. For some reason I thought they were going to crash into the house! In reality they were probably 1000 feet or more.
