People who are mentally ill and say hateful things and antagonize their family & friends; are usually the homeless you encounter while walking in the city.

The difference between those people and Kanye is that Kanye can afford comprehensive mental health treatment. Medicaid in the states does not give people adequate mental health coverage. Even people with private health insurance from their employment doesn't offer that (Most people work for small businesses).
