Not signing the ICC convention is a political issue, not a military one. Big US generals have said a couple of times that the US should join as they have no plan to hide or commit war crimes. But go and find a majority for any big foreign policy decision in the US Congress for the last 20 years.

Doesn't mean that where it can be enforced, the law shouldn't be enforced. Just because laws don't stop all crime doesn't make them useless.

So far the reporting feels a bit off to me. None of the video/pictures recorded at the scene indicate any presence of Israeli troops.

Quite possibly Israeli troops (or settlers), but I'm going to wait for more verifiable reporting before making any judgement - quite often these types of stories get highly upvoted and later turn out to be falsified.
