I do not recommend UPMC. You are locked into their hell.

/Certain/ Highmark plans participate with UPMC. I believe that it is the Community Blue plans that do not participate with UPMC.

Highmark plans are accepted nationwide due to BCBS membership. But pay careful attention to "Enhanced" and "Standard" networks. Standard functions similarly to out-of-network (but is less punishing).

I'm not going to be taking attendance, lol. I don't care how someone is a member of the community (residency, work, friends, family, worship, etc). Halloween is probably the biggest community-building event each year. I want people who are interested in building the community. I don't want an opportunistic rando from Reddit.

What I mean is that it's low to solicit recommendations for a community from which one can leech.

I think the recommendation is to mail it no later than 1 week before the election.

Remember, the ballot requires two envelopes to be counted. Seal the ballot in the plain envelope that says "Official Election Ballot." Do not mark the plain envelope.
Then seal the plain envelope in the envelope with the voter's declaration on the back.

You can also track your ballot to make sure it's received by the county. If it is not received, you can vote by provisional ballot at your polling place.

You cannot return a voted mail-in ballot at your polling place. You can only surrender your mail-in ballot at your polling place so that it can be spoiled. You will vote in person after the mail-in is spoiled.

A mail-in ballot can only be sent via USPS or dropped off at the County Building. Allegheny County has not announced any drop boxes or satellite locations.

No, I know what you mean. This is often the reason given when people complain about roads. It was funny to see it in the context of sidewalks.

Anyway, I'm sure the property owner's insurance carrier would be interested in this. 311 /might/ also be able to help; I'm not sure if the property owner can be cited.

You might have some options so that you're not traveling 16 hours on election day. Per this news release (PDF download), "the Elections Division can reissue the ballot in its main offices during regular business hours, Monday through Friday, 8:30 AM to 4:30 PM." Elsewhere on their site they say, "If you do not receive your ballot within 7-10 days of it being sent, please contact the Elections Division to determine what options you may have."

Since you've already applied for the ballot, I would suspect that the Nov. 1 application deadline does not apply to you. You could show up downtown, get a reissued ballot, and return the voted ballot. On election day, just go to your polling place. Be aware that you'll only be able to vote a provisional ballot unless you can surrender the original ballot.

They don't receive a salary at all. Article III, subsection 7(a) says:

>County Council Members shall not receive a salary but may receive per-meeting stipends not to exceed in the aggregate $9,000 annually per Member. The aggregate stipend may by ordinance be increased by up to five percent every five years.

Assuming they've regularly passed ordinances for the maximum increase, they'd be approaching an $11k annual stipend.

So, now that I came across this 2003 article (edited into the original post), I'm suddenly agreeable to voting yes. If this really was a stunt by Harrisburg as a condition of home rule, it should be removed.
