While crossing grand, I had someone nudging into the crosswalk yell at me to 'hurry the fuck up so I can turn, or I'll run you over' so they could make a left on red. Also I'd argue "The Waterfront" is meaningless as it it subdivides pretty quickly. And if that's the only sub division of downtown it does seem more than a bit arbitrary. Lumping it all in as Down Town is fine, but peeling that one part off is sorta weird. If anything Newport has a history of being "not downtown, we're our own thing" since the redevelopment from industrial to a neighborhood.
