Safest:
Elmhurst or anywhere on the East Side (other than the Mt Hope neighborhood).
With Elmhurst, avoid the immediate areas that border Valley, Smith Hill, or Wanskuck.

And here is another article that you may find interesting:
EDITORIAL: Providence Public Schools Administration’s Handling of Violence Raises More Questions
"The administration of Providence Public Schools is under fire by nearly every constituency.
This week's violence and the administration's attempt to mislead parents, community leaders, and the media about the severity of the beating and stabbing at Central High School only goes to further undermine trust."

The article contains facts and opinions. You're apparently not disputing the facts. Do you disagree with the opinions?
Evidence? As I said, all of the recent violence has been in the news.
Let's also not forget about the circa 2019 John Hopkins study which put Providence schools among the very worst in the nation and comparable to Baltimore and the South Bronx. There's a reason for that. You simply can't learn in an environment dominated by fear and violence.

From the article:
"In four weeks, there have been multiple injuries, ambulances, assaults, arrests and felony charges not at the ACI, but at Providence Public Schools.
The incidents have included students, staff, and a principal being injured.
Many of these events involved knives. Others were beatings."
and...
"Presently, the Providence School Department website now lists more than 350 job vacancies.
Teachers and staff are quitting in droves, at a time when there is full employment and workers — especially teachers — can be selective.
Who would take a job in a work environment in which violence and felonies are the norm?"

Sims Ave is absolutely Valley. And it's "Valley", not "The Valley". Fantasies strip club is over there. Not exactly "bourgeois".
Also, you seem to be under the impression that all of Valley Street is Valley. It's not. All of Valley Street south of Atwells is Olneyville, not Valley.

Edit: If I recall correctly, you're also the guy who said Carpenter Street isn't Federal Hill. You need to learn the Providence neighborhoods.

From the article:
Meanwhile, a man who did not want to be publicly identified, told NBC 10 that a group of men representing themselves as Proud Boys was approaching people in downtown Providence, along Empire Street, on a rainy Friday night in early November, in an apparent attempt to recruit.
“They were definitely pitching people on their agenda,” the man told NBC 10 News. “I was just kind of surprised at how open and blatant they were about, ‘hey, we're here recruiting for the Proud Boys.’”

This is a weak argument. If there was truly high demand for luxury apartments in downtown, there would be zero open units (and a waiting list) in the 150 unit building that you're referencing.

Teens charged in beating death of Providence homeless man

"Four teenagers have been arrested in connection with the beating death of a homeless man in a Providence park this summer, according to police.
Three of the teenagers are 16 years old and one is 15 years old, police said Friday. The arrests stem from the death of 50-year-old Manuel Delacruz, who was assaulted July 23.
Police responded to the Dexter Training Ground park and found Delacruz, who told officers he had been assaulted by a group of juvenile males but didn’t want to press charges. He was taken to Rhode Island Hospital, where he died of his injuries the following week."

Seriously? Car break-ins are super common in Providence. You claim to be in Federal Hill, so you should understand this (unless you just moved here or don't have a car).
