Ok, what you need to understand is that while you can probably find an apartment in Providence in your price range, you cannot get what you are looking for in your price range. And you really don't have the luxury of being choosy.

Newer/modern is definitely not happening. You'll need to accept that. Newer/modern is mostly downtown, typically $3k+, and generally not dog friendly.

With that reality out of the way, I'll also mention that you are going to find it difficult to find any place that allows dogs.

That said, the best areas in Providence for someone with a dog are on the East Side (not the Mount Hope neighborhood). The Wayland Square area would probably be optimal. In your price range, if you can find something, it will likely be small and outdated.

Honestly, it doesn't sound like you're in a position to move. Your budget is low for the current market, it sounds like your credit score isn't great, and you're going to fuck up your future by breaking the lease.

I understand that the situation sucks, but you're not doing yourself any favors by getting aggressive with the neighbor. And living in the hood, it's not a good idea to get the police involved.

Get some ear plugs, stop communicating with the neighbor, and deal with it until your lease ends.

A Brown University student who was reported missing late last week was killed when he crashed his bike inside a construction area near the Henderson Bridge, according to East Providence police.

A medical examiner determined that Jeffrey Schlyer died from a fractured spine and ruled the death an accident, East Providence police Capt. James Nelson said Wednesday.

I saw an interview on the news with the guy running this place. He made it very clear that this is not a shelter, they don't have the resources to be a shelter, and its only purpose is to allow people in for a short period of time so they don't get hypothermia out in the cold.
