That only really works if you are in a position to negotiate, if they actually value your labor, most jobs are just looking to hire bodies to fill a certain role.

Maybe in your field negotiating a contract is common, but in my field there is not too much wiggle room on how much companies are willing to pay. If one company isn't willing to pay me what I'm worth, I just go to a different company, but that's why it's important that I know the salary range upfront, so I don't waste my time interviewing for a bunch of different jobs, just to find out how much they are willing to pay.

If what they are doing is continuing the process of decimating the wildlife population, then yeah they should be asked to give it up. I hear what you are saying, it's not straightforward and this is just another grevience in a long list of justified greviences Native Americans have, but if what they are doing is taking away the rights of others, then it shouldn't be allowed. The Suquamish also have rights, and if what other tribes are doing is interfering with those rights, then shouldn't the next higher authority (the state) have the obligation to step in?

Which is exactly what banning fish farming is trying to do, that is the purpose, to work together and let the ecosystem of the Puget Sound recover from years of harmful practices that yes, were mostly from white men.

It's not a bad map honestly, the only changes I might make would be to carve the central Washington Valleys out of the mountains region, Ellensburg and Yakima especially. Also I don't think I'd include Lewis County in the South Sound region, I feel like they might fit in better in the south region. Pacific is kinda a toss up, it's not really part of the peninsula, but it may have more in common with that area than the south region, from talking with people out there I get the feeling they always feel kinda left out and forgotten, which is understandable because there are not a whole lot of people that live out there anyway.
