It's expensive, but Exeter ticks every box.
NH isn't really great for nightlife, so Exeter may not have what you're seeking in that regard, but it's only 20 min to Portsmouth and Hampton. 30 to ManchVegas. Hour to Boston (and there's a commuter train that stops in Exeter and goes there). Just over an hour to Portland (train goes there, too).
Exeter has a vibrant downtown (plenty of retail stores and no real chains), is 15 minutes from the ocean and offers easy access to I-95 via RT 101. It's got good schools, very little crime, several gyms of all types (including a ninja warrior gym opening soon), and has a hospital. Plenty of properties are on at least one acre - per your specs - but houses are expensive. Still, it's a great place to raise children if you can pull it off.

Besides taking care of friends and family, I'd buy all the abandoned or nearly abandoned malls in Northern New England and then pay off PB's and ZBA's to allow housing (talking to you here Newington) and stock it with affordable housing (somewhere between 60 - 80% AMI). Some, but little Section 8. I'd put in covenants that made them affordable in perpetuity.
Also, I'd probably buy that awesome property in Kittery a few houses before Seapoint Beach.

One other thing. Definitely want to go to small claims. You don't just need your money back, you need your car fixed. My guess is they'll just fix it for free once you file.

Two witnesses? Yeah, I'd go the small claims court route. Also, I'd write a letter to the editor of seacoastonline.com Bad press is the quickest way to get a settlement.
Normally, it would be your word against his but since you have 2 witnesses, you're in better shape. Any chance your phone was on speaker so the witnesses could hear both sides of it clearly?

Lived in DC. Locked Jeep got stolen. Cop came and said, "Yeah, happens all the time. Probably kids. It'll show up north of the city in less than a week." I literally thought I was the Dude when the cop laughed and said, "Leads? Yeah... sure. I'll, uh, just check with the boys down at the crime lab. They got four more detectives working on the case. Got us working in shifts HAHAHAHAHA." Cop was right. Jeep was found on north of the city in four days. All my tools were gone.
Moved back to VT. Biggest threat to jeep = salt on roads.

Depends on where it is. I drive a truck, so I may spend more than that getting there. If I could bring an air mattress and my shotgun, I might do it for $100.

Regarding the I-89 border. When I was young (drinking age in that part of Canada being 19) and Molson still brewed Brador, we would go to the Magasin General Store, stock up and stash it in a hidden compartment in my buddy's truck. Never got caught.
