Sounds like plaster. My walls are the same. Old plaster sags and crumbles and can look like brittle concrete. Backing is probably a combo of wood lath and mesh. Stud finders don't work well or at all, but they are spaced evenly. Find one and then measure.

Came here to ask this same question. Leaving a baggie on the ground is worse. At least the rain will wash away shit that isn't in a bag. Why even collect it in a bag in the first place?
My thought is that they plan not to pick it up, but feel shamed into it when someone walks by. So they pick it up and then toss the bag after that person passes instead of carrying it to a trash can.

Florida is a state, not a city. There are relatively expensive cities in Florida. There are also small towns in the middle of nowhere. And there are also the semi affordable strip mall suburbs, one of which is probably where you call home.
