You can mail them via the USPS. I would assume a county's drop off box was for residents of that county. (But I have no facts to back that up)

mon dieu. Don't do it. Everything is expensive. I don't know of any Erasmus style programmes here.
PA is as good as anywhere in the US. State College is safe, but it's in the middle of nowhere. Hours from any city. (and transit sucks)
I'm biased, but many Americans are heading to Europe for uni because things are too expensive here.

That's not how transit works. That's how transit in America works because the people that run it hate the people who use it. In Japan, you get a written apology if your train is one minute late. In Switzerland, there is a train every 5 minutes in a city of 50,000 people.

You go to any store up here in Reading and there are 3-5 store employees on the register or whatnot in the late evening. You go to Walmart and there are 20+ people and 5 security with a security truck burning petrol in the lot. Some stores are just different.

I remember once I took a job in Philly on Election Day. To get there, I had to leave my house at 05:00. At beak at 10:00, we were all told that if we didn't, we should take an extended lunch hour and go vote & I laughed. I was asked if I voted & I said "No. I came here to work instead." I was then told to go vote & I replied that it was not physically possible for me to get home & vote before the polls closed 8 hours later because the next bus back to Reading was at 18:00.
