I've had this happen with packages that were shipped with UPS or FEDEX but USPS does "last mile delivery".

My theory is that it allows them to fabricate and log an event that satisfies a contractual obligation in a largely untraceable way. The vast majority of the time I've gotten the package the next day and always within two.
