I found my current apartment on Craigslist and it's awesome.
My previous apartment in federal hill I found on fb market. It was also great.
Just don't pay any application fee or deposit without actually seeing the place first..

What you are talking about is called workforce housing. A lot of new developments in Providence do have that. It's for those who make 120% of the median income or less (around $83k annually)
The New Paragon Mill development has that for example and they start at $1350 for a one bedroom.
The new building by trader Joe's has them as well. $1600 for a 1 bedroom if you qualify.
Westminster lofts has some workforce units. They had a 1000sq foot unit posted recently for $1710 right downtown.

It's worth emailing any of the new buildings to see if they have workforce housing. I emailed emblem125 (new building downtown) to check and they are offering them too.

This building is a 3 minute drive from the hospital.
Pretty easy walk to the pedestrian bridge, India point park, etc. Nice area to live for sure. Right in the jewelry district.

The West End is hit or miss depending on the street really.
The area between Cranston St and Westminster is nice.
If you don't mind sharing what street or general area are you on?
I'd look in the armory district, the area surrounding Dexter park. Also check out parts of federal hill. Closer to Broadway. I use to live there and never had any issues.
