I've tried the same thing with the apt building across from our house. They were installed by Mozart about 2 years after we bought our house and they shine all the way up to our third floor. The city has done nothing..

Sadly though, while our home did get scoped for the project, we didn't make the final cut. But I'm still looking forward to this second season. And it was a fun process to participate in (plus I now know one of the cliffhangers).

The Constitution basically says that the government (post civil war) cannot stand in your way or deprive you of your 'things' without due process. But it stops short at any mention of the government being responsible for a persons home (or lack of)

Um, yeah, that's not in the Constitution. That was the Declaration of Independence, which was written by the Continental Congress, ironic since it consisted of a bunch of white property owners.
That document really doesn't have much to do with our current government which came into its own in 1789 under the actual Constitution.

I swear by Waze going from HP to Robinson every morning. I usually hit traffic early enough where Ft Pitt isn't a parking lot just yet. Otherwise I either take the West End bridge, or just go thru McKees Rocks and Kennedy Twp.

It's a parenting issue. If your kid can't make it thru the day without destroying or raping, they probably haven't been raised correctly. Time to stop making excuses for these kids.

Even w/o that, $1800 a month won't go very far. Gas, electric, and water are going to at up a good chunk of that.

At (combined) $1800 a month (~21k a year) you're falling just barely above the US poverty guideline of ~18k a year for 2 people. I'm going to guess that you probably won't qualify for a 100k home loan, nor does it really leave you much wiggle room for utilities, food, and basic maintenance.
