The city will be absolutely mobbed on Halloween. Don't expect to be seated at any restaurant or being able to breath for that matter. If that sounds your speed still, go for it. I'd take the commuter rail though. A great option for dinner nearby would be checking out Beverly!
If you want more quiet New England vibes, definitely go after October; personally depending on what it is you're looking for, I'd recommend Newburyport.

This is a bit of a rarity throughout New England. Like ya, Cumbies is a thing, and you'll find other spots that do this as well, but it's the minority. I found going out west or south basically every gas station can be assumed to have hot foods.

The MBTA parking garage is one option but that can also easily fill up.
Other choice is parking in Beverly and riding the commuter rail one stop over

You're not going to get arrested or fined for trying to self serve. I've been to some full serve places where I didn't know they were full serve and just got out and started pumping. Most of them just let you do you, but once or twice I have had the attendant run over and insist he does it.

I've been in and out of Weymouth dozens of times over the years and am almost certain I gassed up at a Cumbie's there once, but that was at least a decade ago and I couldn't honestly tell you if it was self serve or not 😅

Um, where did you read this? The majority of stations in MA are self serve, most of the full serve stations tend to be in/immediately around Boston from my own experience.
It is not illegal to pump your own gas.
Edit: Looked it up and evidently this is something that was passed specifically for Weymouth? Interesting lol

Well, too late? Regardless of what should or shouldn't be on a flag, people grow attachments to symbols, especially symbols that represent their home. I don't discount the problems with the flag that exist and why we're having the discussion, but I think the best solution to any possible flag redesign is the simplest.

So so much! Salem is going to be the obvious choice, especially this time of year. If you want to avoid the crowds, check out downtown Beverly; really awesome restaurant and bar scene(also brewery, 4 taprooms right next to each other) for a small city and super walkable, from the beach, to Cabot, go Rantoul and back. Great city.
You mentioned within an hour so any of the beautiful North Shore cities are in play, Gloucester, Rockport, and Newburyport (personal favorite!) are all super valid options.

Literally every single town in all of New England can be considered quaint.
You're on the right track though as far as "most quaint" goes. Anything in the North Shore along the NBPT/Rockport line is great. I lived in Beverly for 2 years and it is a beautiful little city and supremely walkable. I would go weeks without needing to get in my car. Bars, restaurants, groceries, barber, whatever you need; even an impressive late night scene (as far as suburban MA goes).
Ipswich is wonderful if you want to dial up the quaint homey-ness and dial down the city vibes a bit more from Beverly. Ipswich has a nice little downtown that is plenty walkable and feels like such a peaceful little slice of New England.

Where you get it is totally up to you; there's nothing wrong with going to your local Market Basket and picking up a random frozen bird. If you like, you can also go to a local butchershop with fresh turkeys sourced from New England; or anything in between.
I would aim for roughly 1lbs of turkey per person that will be attending.
No need for a test run, just following some Youtube instructions closely on day of and you'll probably be fine.
