there is a huge reason and it’s that the MTA doesn’t have in-house resources to keep it running. It’s not like they built this from the ground up, it’s using other companies’ software which they don’t support anymore.
I can’t believe that you’re an engineer who doesn’t get this.
But I can believe you’re an engineer who would be incredibly pedantic about “can’t” versus “unable to in any practical sense.”

traffic is always bad. eliminating half of it by cutting the number of general purpose lanes is a huge benefit for everyone except drivers, who will always be miserable anyway.

That said, they did in effect paint a parking spot. It's crazy that there can be weeks-long gaps between milling, paving, painting lines, painting colors, and adding in flex posts and stuff. Absolutely terrible project management and they don't care to improve.

They absolutely can widen sidewalks (in many cases the current sidewalks are far narrower than they used to be.) Plenty of streets way narrower than this. FDNY’s guidance isn’t based on anything but being too lazy to analyze in detail any real potential problems and taking the shortcut of “the status quo needs to stay the same”.
The intent with all painted sidewalk space is that it’s a footprint for future capital projects to build in concrete with a curb. The city just doesn’t have the money to do it because pouring a little concrete costs a billion dollars here thanks to corruption and graft.

that’s on 32nd and it’s terribly designed, they sectioned it off with planters so it looks like you’re not supposed to go into it.
