You live in Providence for 7 years, I'm gonna say my insight is way more tenured. Its definitely a culture problem when it comes to noise. 6-7 am people blasting loud music from their homes not realizing the shit was built in the late 1800's or people with loud ass speaker with the bass at max capacity. Does that happen in the non multicultural areas of Providence?

You will be roommates with people who have different cultural norms than you. If you value peace and quiet this aint the place. Smith Hill went into white flight right around the 80's as they started to bring in refugees from Laos and Cambodia after the Vietnam War, those communities have remained in tact there up 2018-2019 as even a majority of them have moved out , the only ones left either own a home or living in cheap apartments. Now you have a bunch more Hispanics moving in , as you can see the increase in cars on the street and noise , there's also a quasi homeless shelter across the street from 7-11, I never in 30 years have seen Smith Hill like this. You also have ghetto retards from other areas moving in as well.

I remember seeing one triple decker with all Southeast Asians occupying it, it happen to be gang hang out but surprisingly shit didn't hit the fan until the landlord let these really trashy black and white trash people move in. I honestly think the landlord got some kickback from the city to house these low life trash drug addicts from the burbs. A poor working class family just wants peace and quiet but now you have these losers.

The Walmart on Silver Spring is a social experiment disguised as a retail center. I remember all the fights and almost fights for not having a basic divider at the self checkout line, you also notice it doesn't even look like the other Walmart's excluding the Supercenters. Now they have the dumbest things like men's boxers/briefs locked up. If you have to go there best go in the early morning or towards closing. If not go to the ones far away from Providence and both Cranston locations. Warwick gets overflow as well.

You state your lease says " NO PETS" and you have a neighbor downstairs. Hypothetically, lets say you break your clause and the neighbor complains. Do you think they will want to renew your lease or get another person w/o pets. If I was a landlord I wouldn't and take the next person. Its as simple as that.

I've seen many post on regarding pets and places that will take them. I know a cat isn't a big deal but dogs is another thing regarding noise and potential to bite regardless of how well trained they are. Have you considered others in the building.

I know this isn't easy but if there are landlords out there that have entire units for people w and w/o pets this would eliminate these type of issues.

Better think of how many people that don't have or need a pet that is looking for a place to rent.
