What's likely going on is that the campaigns have data they are using to measure their own performance based on expectations that they do not release to the public (the kind of thing that was stolen in Watergate).

If they are confident there are x ballots coming from y precinct and those ballots are breaking in their favor by z%, they'll make a statement like this.

For the news media, they have to wait for official returns for recounts and things like that to become publicly available.

Yes.

In 2020 they separated ballots that arrived late, but still counted them just in case. If the race comes down to those ballots, they may resolve it in court before certifying it. If they are statistically irrelevant (they usually are) it will just be a note.

It will depend on your County. They won't "process" it by removing it from the return envelope until after polls close on Election Day. I got confirmation that my ballot was received in Philadelphia in about 3 business days.

Best thing to do first is call your County office and ask what their procedure is and if they can confirm it.
